The charges stem from an incident that occurred in July 2016, when authorities became aware that a 46-year-old woman had entered into the United States illegally by crossing the St. John River in a paddle boat. The woman, an Ecuadorean national, was apprehended by U.S. authorities in Van Buren, Maine shortly after she crossed into the country. She remains in the United States. On July 28, members of the RCMP arrested 67-year-old Oneil Devost of Edmundston and 50-year-old Richard Cyr of Baker Brook following the execution of search warrants at their respective residences.

In Edmundston Provincial Court on Monday, Devost and Cyr were charged with conspiracy to smuggle a person across a border. They have been released with conditions, and are scheduled to appear in court again on November 21.
