National Weather Service meteorologist Barbara Mayes Boustead created an index to judge the severity of winters based on snowfall and plunging temperatures. She calls it a misery index.

Detroit was the clear winner, with the most extreme winter since 1950.

Portland, Maine, was the only city in New England to rank as ‘‘severe,’’ one notch below ‘‘extreme.’’ Of 64 surveyed communities, Portland ranked 17th based on the severity of the winter so far.
