Presque Isle Police have arrested a 67-year-old former navy chaplain and minister on charges of sexual abuse of a child.

James Morgan, who has recently been living in Fort Fairfield was charged Wednesday evening with Gross Sexual Assault, Unlawful Sexual Contact, and Unlawful Sexual Touching.

The Fort Fairfield Police Department has been assisting with the investigation.

According to Presque Isle Police Chief Matt Irwin, Morgan has spent significant time in Presque Isle and Fort Fairfield over the past several years.

Morgan was a U.S. Navy chaplain for more than 25 years and a former PrISM chaplain for the University of Maine at Presque Isle and Northern Maine Community College.

Chief Irwin said Morgan has purported himself to be a pastor or minister and has conducted events and trips related to his religious activities. On some of his travels throughout Aroostook County and the state of Maine, he accompanied groups of children and teens. He has also been identified as someone who either crossed or attempted to cross the Canadian border.

Based on the allegations and evidence, Irwin said there is good reason to believe additional victims may be out there.
