GFOA was founded in 1906 and represents approximately 18,000 public finance officials throughout the United States and Canada. Its mission is to enhance and promote the professional management of government resources by identifying, developing and advancing fiscal strategies, policies and practices to the public benefit.

The Certificate for Excellence in Financial Reporting was established in 1945 to recognize state and local governments that exceed the minimum requirements of generally accepted accounting principles and prepare annual financial reports that are transparent and provide full disclosure.

Priscilla “Pat” Webb has served as the Director of Finance for the City of Presque Isle for eight years. Webb holds a Bachelor’s Degree in Education and Business Administration with an emphasis in Accounting. Prior to joining the City, she worked in the banking industry for 20 years serving as a Chief Financial Officer and Comptroller. In addition, she worked as a Certified Public Accountant for ten years.

“It takes several people to win this award each year from the department heads and their staff to the auditors, Webb stated. “Everyone who played a part should be very proud of his or her good work and effort that was involved.”
